Supervisor Susan A. Bonilla - A Short Biography  
 

Susan A. Bonilla was sworn-in as the Contra Costa County Supervisor for District IV in January 2007.  
 
Before her service to Contra Costa County, she was elected to the Concord City Council in 2002, serving as Vice Mayor in 2005 and Mayor in 2006.  In her time on the Concord City Council, she initiated the Literacy Coalition which serves as a network of literacy providers dedicated to raising the awareness of literacy needs and mobilizing volunteers to meet these needs.  
 

Susan serves as the Chair of Contra Costa County's Finance Committee which oversees budget policies and procedures.  She also serves as Chair of the County's State and Federal Legislation Committee.  Additionally, Susan is a member of the Internal Operations Committee, the Airport Committee, and First 5 Children and Families Commission.  

 

Susan also serves on countywide and regional boards, commissions, and task forces to serve her constituents including: the Contra Costa Transportation Authority Board, the Association of Bay Area Governments (ABAG) Regional Planning Committee, TRANSPAC (Transportation Partnership and Cooperation), and is Chair of the East Bay Regional Parks District Liaison Committee. 

 
Susan’s commitments to the community are deeply rooted in her district and the residents of Contra Costa County. She created Contra Costa County’s Health Care Principles of Action as an advocacy tool for our County’s various health care providers to advocate for health care reform. In addition, she has modernized Contra Costa County’s internal policy procedures such as moving Contra Costa County to adopting a two year budget cycle, the annual adoption of strategic priorities to guide the budget process, and she recently introduced a measure to require the Board of Supervisors to adopt a long-term strategic financial plan. In addition, Susan has created the Federal and State Legislative Platform to assist Contra Costa County in receiving more funding and revamping the County’s vehicle fleet to save taxpayer money. She implemented the Foster Youth Employment Program which provides youth in the county foster system job opportunities within the county structure.  In addition, Susan is spearheading the Contra Costa Future Fund which supports programs that provide long-term taxpayer savings.  Furthermore, Susan is working on providing jobs to her constituents as she has successfully recruited the California State Automobile Association to move their Northern California Headquarters to Contra Costa Centre as well as overseeing the construction of the Contra Costa Centre transit village.

Susan has been a resident of Concord since 1989. Her community participation has included many years with the neighborhood swim team, AYSO soccer, and involvement with parent-faculty clubs. She has worked in various capacities in the Mt Diablo Unified School District as a teacher in the Gifted and Talented Program, as a teacher of English as a Second Language in the adult program and as an English teacher at Concord High School. She also taught British Literature at Berean Christian High School in Walnut Creek. Susan received a B.A. in English from Azusa Pacific University in 1982 and completed a teaching credential program at California State University at Los Angeles in 1987. She and her husband John have four daughters.
